Where to Find State Government Bids: Texas, California, and New York

Most contractors watch SAM.gov and stop there. That's a mistake — every state runs its own bid board for state agencies, and those postings draw a fraction of the competition federal bids do. All of them are free to browse.

Texas — Electronic State Business Daily (ESBD)

Texas posts state solicitations on the ESBD, run by the Comptroller's office at esbd.cpa.state.tx.us. Texas tags bids with NIGP class codes instead of NAICS — a different numbering system, so your first step is mapping your work to NIGP classes (for example, 280-series covers electrical cable and related equipment). Anything above $25,000 must be posted by law, which makes the ESBD genuinely comprehensive.

California — Cal eProcure (CSCR)

California's bid board lives inside Cal eProcure at caleprocure.ca.gov, in the California State Contracts Register (CSCR) "Events" listing. One quirk worth knowing: the portal separates open solicitations from past-purchase award records, and the interface leans on older web technology — budget a little patience, or let a service watch it for you.

New York — NYS Contract Reporter

New York posts at nyscr.ny.gov, the state's official Contract Reporter. It's one of the better state boards: a public search that shows volume clearly (hundreds of live opportunities on a typical week) across agencies, authorities, and SUNY/CUNY. Some detail pages want a free account.
